When purchasing they arrive dry and are completely dormant. They are transported this way to prevent dampness in transit so as not to be ruined by mildew.
My recommended suggestion is to soak seeds in water for 2-4 days or until there is proof of life (sprouting). Plant our the seeds by laying on their side with the tiny sprout pointing upwards and cover with approximately 2 mm of soil mixture. Keep seeds moist during sprouting and early growing.
The most desirable/ suited temperature is between 23 degrees celcius lowest night temperature) and 35 degrees celcius highest daytime temperature) and where the weather forecast is sunny for 5-7 days.
IMPORTANT NOTE: Before you prepare to soak and plant seeds for sowing you need to check the weather forecast. If the weather is rainy and or cloudy within that 5 to 7 days it will affect your germination rate. If there is a large difference between the temperature of the day and night its not ideal for germination as it will reduce your germination rate.
